Except ideal case never happen. You gotta make use of what's happening.Your supposed system only works because of resellers but if instead of resellers all house owners were like me GL HF finding a new house in at least one more year. In normal circumstances, you can do nothing but stalk houses and owner loadstone to guess if that person is no longer playing and keep an eye to his plot.
Also, there is another efficient method to stalk if some house is inactive, but I guess most people will not spend the effort to even try to think of one and just complain.
I really don't understand why you are like this. No matter how you slice it, there isn't nearly enough housing for all the players in the game.

And why should there be? It's not like there is any feature except gardening locked behind housing for personal use.
FC wise, it's really easy for a FC to get a house if they actually decide to work for it.
I enjoy the housing limit because it separate the player that's willing to work towards a goal from player who don't. It's not like you need to take more time than savage raid to secure a house.
