Stealth will not work underground

If you have it on it will deactivate. If you try to use it will get message stating "Unable to execute stealth at this location."

1. Go to mistbeard cove
2. Try to use stealth "Unable to execute stealth at this location."
3. Use stealth outside and "walk" inside. Stealth will be removed.

Taken from patch notes 1.19:

The action cannot be used when:

* Incurring enmity
* On chocoback
* In certain areas, such as city-states and dungeons
* In active mode

I believe this is working as intended. This is an ability meant to aid gathering classes. There are no gathering points in Mistbeard Cove, therefore it should not work there.
