It has been stated in game with the mount, minion and triple triad card that it isn't fenrir anyway.
Fenrir would be perfect as the primal associated with the Lupin. I am so torn as to whether I want the Lupin to be a spoken race or a beast tribe as they have claims to be either.
Lets also look at beastmen in game that haven't summoned a primal yet

Goblins had alexander but they didn't summon it
Lupin we're currently unsure if are actually considered beastmen.
Crusader/Jihad already appeared in the form of its individual components when we faced the Warring Triad as the Crusader Magicite was implied to be a fragment of the triad's power. Though it would be cool to fight them together in their Crusader forms as part of a 24 man raid.
Genbu, Suzaku, Byakko an Seiryu were on the map surrounding what I think is Kugane or the larger island with that big Mt Fuji looking mountain on it. The only other thing that stood out that I haven't seen in game or in plot is that giant looking thing with what looks like a sword lumbering around the clouds in the middle.
I still want Haurchefaunt to come back as a primal and have for years. Seriously they went through all that trouble to set up the premise of people being brought back to life as Primals with Tiamat's revelations about Bahamut, yet they never did ANYTHING with it. Even when the Ascians know it would potentially trip the Warrior of Light to fight the avatar of someone they cared for.
The tonberries are cursed lalafell, and while the game has taught us that this in no way stops them summoning a primal, I personally feel that the they are too closely tied to the SCH questline to be explored in any other major capacity
Except the real Fenrir is just a wolf. A legendary alpha wolf to be sure, but still just a wolf. And the boss fight in Snowcloak against him he more or less took on his summon skills from FFXI anyway so that is pretty conclusive Fenrir will never be a Primal.
Same goes for Diabolos who is a voidsent demon and not a Primal (again he uses the same skills from his summon form in FFVIII and XI).
You mean like how the real Shiva was just an elezen that got eaten by Hraesvalgr? Or how the real King Moggle Mog was just a normal moogle?
