It's not just visuals that need to be thought about when considering a new character.

That said Nael isn't a bad choice thematically if they willingly embrace the whole Eula switch over the White Raven moniker. Perhaps instead go in a similar direction of Smash Bros Corrin, where instead of being a sort of form she can build into, she goes dragon-esque like attack by attack. Or, heck, keep her in dragon form the entire time.
They could make it so that her super form alters how her attacks behave, similar to Gabranth. But make her less useless outside of that form. <_<
