Is this common on other data centers?

I was one of the last hold outs thinking the new chat system could work, but it's become so common for people to spam the chat with the same message 20 times throughout a match, with annoying sound effects every time.

I played a match today where somebody was saying
Fall Back.
Fall Back.
Fall Back.
and so on every 2 seconds, while it was impossible for me to do so because the enemy team were CCing me. I know how to read, but I can't move right now and I'm unable to tell you that. When I was KOd he used Nice Job! insincerely.

People can still harass just as easily without having access to bad words. The community turned Nice Job! into a swear word; it is very commonly usd sarcastically when somebody on your own team has been KOd, its meaning twisted into 'f*** you, idiot".

If this system has to stay, I think it needs some modifications. Have a short cooldown on it so people can't spam the chat button repeatedly, or allow us to mute the sound effect it makes (is there a way to silence the pvp chat beeps without muting anything else? I can't find a way).

Unrelated suggestion but also make it easier for new players to understand medals. The enemy party should always be displayed on the HUD, along with how many medals each one them are holding instead of enmity meters. You could even highlight which players have the most medals and make their name glow if they reach 10-stack so people can't fail to notice that they are the target, even if they are hiding back somewhere.
