I always thought their locations were put there for an obvious reasoning to get people out into the "countryside" as one could call it.

Yes, you have to. Both for item reward or title.

I wouldn't worry about the list as they said the NPC locations for each achievement category will be made visible from the achievements tab.

I admit that I havn't gone to recieve any of the rewards for the achievements I gained since I first went to the NPCs after patch 1.20 was released. I couldn't remember which NPC corresponded to what categories or remember where they were for that matter. And I didn't care enough about it to look it up (since they were just title rewards mostly.)

I remember they said they were planning to have the NPC names and locations added to the achievement UI though, so I'll just wait for that.
