Shady crits and procs

A few hours ago I derped around StoneSkySea OV4S for about 45 minutes w/MCH checking my DPS. A low of 4000 (5 secs left) and high of 4300 (17 secs left). Same rotation EVERYTIME with the only variable being crits and procs. Stopped for a few hours. Just now out of boredom I derped around again with the same rotation for a half hour or so, but all of a sudden I can barely clear it. More often than not, failing it outright. Not getting crits, procs are few and far inbetween. Same gear, same rotation but not clearing. Whats going on?

BRD has the same problem if you get screwed in terms of RNG. I've literally gone 5 minutes without getting a Straighter Arrow proc before, and it really hurts to use Barrage on anything else other than Refulgent Arrow.

Almost 1 minute into o4s without a single Refulgent proc, it's real. Sometimes, for the whole duration of WM, can't even get 3 stacks with procs.

It's just as bad on Monk. First they're not even effected by Brotherhood, and you can easily go an entire dummy parse without a single forbidden chakra outside of your first guaranteed one.

MCHs 50% proc rate on its main WS have ALWAYS been much lower than that for me. I would say you could relate it to observational bias, but after playing RDM the 50% proc rate for their spells activate MUCH more than MCHs ever did. However without testing it with a pool 1,000 uses of each action I couldn't say for certain.
