Avoiding anti harassment measures such as the black list is not language based harassment. Therefore, no, it is a list focused on language but leaves open the concept that action based harassment is still possible.

Too bad the same paragraph states that Square-Enix would be the one to judge if this is harassment. So, again, "not doing AoE" is not harassment.

I find it doubtful that people kick for those reasons you listed. Please. Hyperbole doesn't help your arguments.
