It becomes more useful when you are leveling your gatherers, or doing the A/S rank or daily hunts, or trying to farm one specific thing that to get to it is a very round-about way otherwise.
Flying in game is not to be useful for ppl doing the MSQ
It ia for people lvling in that map or revisiting the locations
Its better then in WoW, where you have to be at level cap, max out several different reputations, find every single treasure, do every single jump puzzle, explore every little corner of the map, complete every quest, then wait 6-8 months to do it all over again in the new zone that gets added and then you are permitted to fly.
When you basically have no reason to be out in the open world anymore.
Here you can go explore and pick up the exploration nodes, then focus on the MSQ and do the node side quests and you got flying in that zone. You also have a reason to go back for gathering, leveling other classes via side/leve quests, and hunts.
When you are going through the MSQ, flying will not be very useful as you don't unlock it until you're about ready to leave that area. That is not the point of flying.
The point of flying is to make it easier for the innumerable times you will go back to those areas, leveling alts, gathering, doing side quests, etc. Heck, once you beat the original 3.0 story, you'll be revisiting all of those Heavensward zones for the remainder of the 3.X MSQ, and believe me you will love having the ability to fly through those giant zones.
The way I remember WOW is you just had to reach a certain level and then get a flying mount and a flying license. Its been a while since I played however. It was very useful. I remember doing entire areas from the very beginning with flying capability.
They made it so it wouldn't break the game and make whole zone trivial, well any more trivial than they all ready are.

Flying is very useful if you have to go back to those zones for gathering, beast tribes, hunts, treasure maps, and fate farming.
Flying isn't intended to help with the msq, it's a reward you get for completing quests and finding aethercurrents.
Flying was changed back in Warlords of Draenor to require the completion of all open world content, bar world bosses. Legion did the same, only made it even worse by making you have to do it twice and also making some of those reps need raids.
Old zones from mists of pandaria and back were still get to the level cap for their related expansions and buy flying, but newer zones from draenor on are achievement list based. Also, even in the old expansions you still had to get to max level to be able to fly on the character. Warlords of Draenor introduced the account wide flying, locked behind the achievement.
The only expansion that started with flying was cata because the 1-60 leveling zones were revamped.
oh ok..Have not played WOW since Pandoria..
