When you set up the game and open it it will ask you to sign up for a SE account. Once you go past that it has the option to create or sign in with one. So you shouldn't have to rebuy the game.
You will want to log into your same PSN account on the new PS4, this will give you access to all digital purchases and any cloud save data if you have any. Otherwise, if you bought ffxiv in a physical disc format, just install and log in with your usual credentials.

If you move the game to an external disk, I think you just attach the disk to the new console and all is fine, provided you are using the same psn account.
You also have the option to directly connect and transfer all data on 1 PS4 to another via an ethernet cable and just pick up where you left off.
I'm playing this on my Playstation 4 proy now i can't see my self ever playing on my PS4 again.
All your game licenses will transfer since they are not tied to your PS4, but your PSN account. Just remember to deactivate the old PS4 and activate the new one for games. Then it's as simple as ensuring you are logging into your SE account correctly when you start the game.
If you didn't trasfer your stuff from your old PS4 when setting up your new one, you'll have to re-download (not repurchase) all your stuff, that could take some time - even n\with decent Internet.

Def what everyone else said. you can clone your ps4 to your new one and wipe the old one. It happens all through a direct Ethernet between ps4's. I did this and it worked great.
