Make sure you are sprinting and jumping from the fence right next to the bookshelf. And most importantly, make sure you are jumping paralell with the wall. If your character is pushing towards the wall in the jump, it significantly cuts down on the distance covered.

have tried that in about 2000 variant manners.
my character reaches the rack at about knee height every time.
