You do a couple healing spells, tip the scales, and then you have time to DPS. If you DPS, you're just tipping them back and undoing what you previously did, so to get the full bonus you skip doing DPS? There's a lot of fights where you wouldn't really move the scales significantly at all if you're maximizing your output. It seems like that's why Assize simply becomes enabled after a set number of spells no matter where the scale is.
This is the same problem that PI's first version had, and to a lesser extent Secret of the Lily still has: it encourages you to do suboptimal things to make the meter go up.
