It seems wrong that somebody with a 40% win rate is higher ranked than somebody with a 60% win rate just because they have played loads more matches. Wouldn't it be better to have a limited amount of ranked matches each week?

This is what I think.
Your winrate has a specific maximum rating that's achievable given an unlimited number of games. Most people won't achieve the maximum rating because they don't have the time.
Just throwing random numbers, maybe with 30% winrate you can reach 1500 rating, 40% winrate 2000 rating with infinite games.
It looks like the system is designed to allow most people to reach the higher tiers if they just play enough. It's an easier path to get there if you have a higher winrate. Quite consistent with what I think is SE's philosophy of wanting to have rewards attainable for most of the population. This means the tiers aren't really a good indicator of skill.
However, winrate becomes more important at higher ratings. And the higher the rating, the more reliably it estimates skill, because it means you have a higher potential maximum than your rating.
Rather than limiting ranked matches, you could have a system where you can't go up unless you're >50% winrate at your current level, but then a lot of people would be frustrated. I guess be more empathetic? People at the lower tiers would be stuck there and never progress unless they learn. And you can't expect everyone to learn because not everyone has the time or ability to get better. And I'd imagine people wouldn't want to play if their time spent didn't do much for them in terms of progression.
Also queue times would increase dramatically if the games were limited.
I think the system is fine if you can accept the fact that tiers don't mean much and is just supposed to be a motivator. Kind of like this. Some people can never clear the 3rd/4th floor of the raid tier because they're incapable. That's like being limited to a tier because of your winrate. The best clear the 4th floor quickly and you can see them with weapons and stuff. But over time many have cleared the 4th floor too. So the way to distinguish the best among those who have cleared the 4th floor is the number of clears or how early they cleared. In this case it would be their current rating or in how many games they reached a certain tier.
I normally dislike trying to explain pvp in terms of pve, but SE is pretty consistent in wanting to please the wider playerbase. That usually means upsetting the very small population that is even slightly competitive, but I mean, can't blame SE for what's probably right from a business perspective - SE doesn't need the competitive players at all because we're such a small part. There are plenty that speak out negatively, like you, but I'm more passive and just accept what SE decides to throw at us. If it's too terrible, I would just quit the game and find something else. I would be more vocal if SE took feedback more seriously and it's something I hope they work on.

Limiting system would encourage players making alts because they would have nothing to do after omega savage and weekly ranked matches that is imo bad idea.
If MM wasn't as bad as it is now some might actually agree with you, but seeing how if you're not healing you rely on 3 other people to do their jobs it'd be pretty unfair to force a cap on how many matches you can do a week.
