Came across this while hanging around in Kugane, what are the implications of this? Flying boats? They don't look like any airship I've seen before, do they belong to a nation advanced in magic? Sharlayan maybe?

Really though no idea but it looks kinda cool.
Could be FFXIV version of the "Flying Dutchman" or perhaps the teasing for the 24-man-raid, like in heavensward, back then you could see the Void Ark drifting beyond or below the borders of some of the abalathian maps.
We know the 24 man raid already. I suspect its just a bug. Several of the boats are. There are a couple that sail in the opposite direction to the way their sails are blowing.
Yeah, we know the raid is called "Return to Ivalice" but we know neither how we will return nor where the starting point is or the goal.
But it is a bug if it is not intentionally, but you can see starting and landing ships on this spot (on the screenshot behind the rock to the right) to frequently to say it would be a teaserEinsatz2013.

Maybe they are higanashi airships... made with engineering brought by the eastern aldenard trading company.... but prolly just a glitch
It is most likely this. Ships IRL can have this happen to them. You're out on a cruise and see a ship in the distance and see it floating on the horizon. But the most logical answer is in game bug. I mean it happens. If it turns out to be future content then I will say SE has done a good job making us all curious about it!It's a miraaaaage.

Nah just proof this game has some great visual physics that we can see this Mirage within game.
