    The question is this, where did they purchase it? And have they already used it?

    If it's the FFXIV store and you haven't used the product key just yet, you can contact their customer service (should find the support chat/form in the upper corner of the store) and explain your situation. They normally will offer you an exchange. If you have used the key already and now decide to switch back, you still can ask, but probably get the same scripted answer, and that would be, that you need to re purchase the games for every individual platform. Sometimes you can be lucky so and they still swap it, but I wouldn't count on that.

    If you purchased it at any other retailer/online store, check your receipt, because most of them offer you an 30 day exchange even if the merchandise has been opened. Then go the route they are offering for exchange or money back/gift cards, every retailer does have a different return policy and exchange therefore I can't really get you through these steps.

    If all that doesn't work for whatever reason, log onto the mog station and contact the customer service via phone/chat/email and ask them to swap it for you. Again this is up to the cutesy of the customer support, and normally not an valid option, but due to the fact that new expansion is out etc, they are more then happy in most cases to do some adjustments, to player accounts etc. But keep in mind again, this will take a couple of days, since customer service is always very busy and might also turn into "please re purchase the games".

    But sadly as mentioned above, the technical forum is for players to help other players, and since we can't make adjustments or even log into your account, we won't be able to help. GL with the customer service and let's hope you guys can get it sorted out.

    Edit: If you do not want to go through this hassle with customer support at all, the plain and simple answer would be, No you're not able to just swap accounts or licenses and will have to purchase the game as well as the expansions again, if you plan on swapping your platform. However you will after you've done that, be able to link them to your actual account via Mog station or/and PSN, without having to create new accounts and lose all your progression etc.
