Silliness of Unlocking

Hiya everyone,

It breaks my heart to have to post this, but here we are.
I can't seem to unlock my HW and SB hunting logs, I'm unsure as to why, I've reached Second Lieutenant in my GC, I've got my Squadron started, and I'm told that I should see a quest in the GC hall for unlocking the ARR hunts, but I have nothing here except for Beast Tribe quests starters.

Is there something I'm missing? I've done everything I could, and checked reddit, the forums, etc, and nothing has proven to provide any answers to get me moving forward.

I hope to hear from you guys soon, and maybe get this handled before the end of the day if I'm lucky.

They didn't continue hunting logs in HW and SB. There are hunt bills if that's what you're after which are unlocked with main scenario progress and accepted by quest in Ishgard / Kugane at the required level.

Right, the Bills, my bad. They're what I'm having issues with.
Alas, there are no quests in Ishgard nor Kugane, and this is where my problem sprouts.

Well, I did state my mistake by saying "Right, the Bills, my bad."

I read everywhere that there is supposed to be quests across the world, and none of them are showing up. I don't know what I'm supposed to do, I just want to get some hunts done and all that good stuff.

There are certain quests that will unlock the Hunt Board in Ishgard and Kugane/Rhalgr's Reach, in Ishgard (The Forgotten Knight) and in Kugane (Shiogaze Hostelry). Once you unlock the board and accept the one-, two-, or three-star hunts (you can accept them all), you'll get something in your key items that contains 5 different targets in different regions.

The issue is the quests aren't spawning, that's why I'm having trouble.
