This argument might, might hold water if FF14 had dedicated RP servers. As it is, all the FF14 servers are for RP because none of them are flagged as such. Even in games that do have servers set aside specifically for RP, saying that people are not allowed to RP in an MMORPG just because you don't want to see it is both self-centered and absurd.

You can report someone for anything you darn well feel like. I can report you because I think your purple and orange hat clashes horribly and is a fashion crime, but it doesn't mean that the GMs won't laugh in my face about it and simply ignore me. All you are doing is throwing a tantrum that does nothing productive but wastes the valuable time and resources of a system that already is overloaded with actual problems that need GM attention.

Spam bots are not reportable because they fill up the chat logs, they are reportable because they advertise RMTs that break the ToS. There is nothing in the ToS against RPing. In fact, with the addition of RP tags, SE is actually doing more to support RP than they have since the game launched.
