I personaly am terrible at RP-ing but I enjoy watching it. However I feel like watching people RP may find it awkward, which makes me feel awkward so I just tend to ignore any nearby RP.

I feel like you do have to take server into account. A lot of people (myself included) tend to go for smaller servers because they tend to be more peaceful and quiet enough that you don't have to automatically block out public chat channels and shout chats like you do in more crowded servers. Even if you take to the sidelines/lurk its nice to be able to see the community interact/interact without a flood of messages every 2 seconds. I know a certain poster in this thread has been getting alot of flack for their views but you have to realize the server he's on (Mateus) was formerly the least populated server, even smaller than my own. Imagine if you lived in a small quiet neighborhood and a town founded, run, and populated by theater actors who practiced their lines openly and randomly moved in to your neighborhood. If you were the type that while appreciating theater also truly enjoyed the peace and quiet (maybe even moved there specifically for the peace and quiet) and had these people funneled into your neighborhood I'm sure you would also be slightly irked. Mateus up until recently was that small quiet neighborhood and people being funneled in from Balmung is basically the equivalent of a theater troupe moving into your neighborhood. He's not the only one who isn't particularly happy about the shift in server atmosphere. I have a friend who actually transferred FROM Balmung to Mateus to get away from the population and the roleplaying not even a month before Mateus became another designated rp server. Needless to say he's not too happy with it.

NP but then they shouldn't be surprised if they get reported or other people telling them to stop. Can't come and complain afterwards, if that rules applies to you people, should apply to all others as well, right?
This argument might, might hold water if FF14 had dedicated RP servers. As it is, all the FF14 servers are for RP because none of them are flagged as such. Even in games that do have servers set aside specifically for RP, saying that people are not allowed to RP in an MMORPG just because you don't want to see it is both self-centered and absurd.
You can report someone for anything you darn well feel like. I can report you because I think your purple and orange hat clashes horribly and is a fashion crime, but it doesn't mean that the GMs won't laugh in my face about it and simply ignore me. All you are doing is throwing a tantrum that does nothing productive but wastes the valuable time and resources of a system that already is overloaded with actual problems that need GM attention.
Change happens. Is it a shame for people who want quiet when their server gets a population boost? Yes. Does moving somewhere for quiet automatically entitle them to complete control over what other people do in their environment or dictate how many people are allowed to move there as well? Absolutely not. Just because someone wants something a certain way does not mean that they can bend the world around them to fit their preferences and punish people who have broken no rules except to be doing something that they merely dislike. Spam bots are not reportable because they fill up the chat logs, they are reportable because they advertise RMTs that break the ToS. There is nothing in the ToS against RPing. In fact, with the addition of RP tags, SE is actually doing more to support RP than they have since the game launched.

Using /say to roleplay or just chat is not considered "spam". If you were to report that to the GMs they would likely tell you that they're sorry you didn't like the experience but to turn off /say chat or blacklist the user. They're not gonna ban people for roleplaying in the open world.
That argument would hold water if FFXIV had dedicated RP servers - but it doesn't. I'm sorry you're not fond of roleplay in the open world, but you can either blacklist the RPers or just turn /say and custom emotes off. They have a right to use the chat channel so long as what they're doing isn't against the ToS.
I highly doubt that an RPer can think of what they could write as a response to their partner in the span of 2 seconds. I'd give it a minute minimum. RP takes a lot of time.
That's more possible if you're casually talking to someone. And honestly if people have a problem about others talking a lot and talking about harmless things in /say and consider it as spam, then I don't know if these people even considered why the chat exists. People who are like that should just learn to mind their own business.
I don't see why there's a problem with role playing. We play on a MMORPG, I think RPing in game is fine. I've been a text based roleplayer for 10 years, and I think the same rules on forums should apply to players in game. I don't role play on FFXIV, but honestly it seems kinda fun.
1) decent grammar
2) be kind and respectful
3) keep intimate rps in private messages
Also there's nothing wrong with role-playing in /say, and if you have a problem with highly interactive /say chat then turn it off or maybe don't play a MMORPG. Maybe solo-gaming is more for you. Also this is from someone who is on Coeurl and has been for the last year.
That was a bit of a stretch on the whole 2 seconds thing but the point still stands that it's obviously far more crowded and therefore chatty on mateus than it used to be and some people may not appreciate it as much. I'm not saying rp is spam or against the tos or anything either.I highly doubt that an RPer can think of what they could write as a response to their partner in the span of 2 seconds. I'd give it a minute minimum. RP takes a lot of time.

I'm not saying they should be reported by any means and yes change does happen. I'm not going to agree with the whole harrassment etc; but his viewpoint probably stems from the quieter environment he's used to being flipped upside down. Change does happen but you also have to understand that there were people there first who adapted to one way of existing on the server before the flood of rpers. I have nothing against rp but no one can deny it's a culture shock to have a bunch of rpers roll in. Imagine a reverse scenario where.. take ul'dah or kugane on balmung (which recently has a massive influx of raiders lets say) and they decide their designated raid talk spots were the same spots that people used as their local rp haunts. So while people would be trying to rp you would be getting a bunch of raiders discussing things causing a hinderance in a place that you would always go to rp in relative peace. I have no doubts people who were trying to rp would be irked as well. Mateus wasn't an rp server before and I feel like if you move somewhere you should be considerate of those who were there first and find some common ground instead of this well we're here now so your server is this and to hell with what you're used to attitude I've picked up so far.Change happens. It's "taboo" because some people don't know how to respond to others that do things they themselves don't partake in or enjoy, and then mock those that do. Been RP'ing since FFXI and aside from the odd mt I've never seen RP "forced" on people. Also never seen someone RP character traits in dungeons that hindered their role in anyway (one day I will see the Ice Mage unicorn T_T)
Just look at any fandom, subgroup, or hobby that has any sizable number of people. There will always be people who consider them "odd" or "not normal".
