There are tools in the FFXIV exe program that help GMs monitor suspicious activity. It doesn't require a player to admit guilt or be caught streaming themselves using the bot program to ban them.
I'll admit it may take a while to gather the evidence and we rarely see a ban as a direct result of our actions, but it is good to report suspicious activity regardless and at least get their names in the system.
