Personally, I aren't sure what SE were actually expecting with Ixion. I think they need to move it to an instanced duty... Until they can get the overworld servers able to properly handle it. Perhaps you can put a random time between 24 and 72 hours before the "Loot already received" message clears, after each time you get loot?

Make him only drop like... 4 horns per spawn, you yiu have to roll on them, against everyone else who participated. Or whoever does most damage, or only the group that claimed him first on the attack can roll.

If we're going by that, 4 week minimum wait for it to spawn (no force spawn though, so you could even be waiting 100 years for it to spawn), 99 horns needed for the mount, each FATE drops one, the party/alliance who did the most damage rolls on it, everyone else gets nothing for it. Only one person gets it. If you don't get a horn 3 times in a row you are blocked out from the next 100 runs (an aetherial barrier will block your entrance, at a distance of 500 yalms from his location. If he spawns, you're blocked, and you're within the block radius, even if dead, you're immediately teleported out of the zone completely). If you want to be evil, you need to dial it up to 11.

(note that I do not support this idea I just listed for this quote, just trying to showcase what an "evil suggestion" on this would look like)
