But I like limitation and exclusivity.
I really do think just providing a stable & full garden option to all players could alleviate some of the pressure over their (poorly-implemented) housing system
-For the chocobos, they could introduce a couple of public stables in the cities. This would allow those without access to a house or apartment the option to level their chocobo, and dye the feathers.
-For gardening, they could attach a gardening instance to the inn room (similar to XI's Mog Garden instance). Doesn't have to be as elaborate, but this would bring full gardening options to all players since we all have Inn rooms.
If that were to be impleneted, we would then essentially have 3 levels of a housing experience to choose from:
-Inn rooms - if you are looking for function function only. Everyone would have access to a full garden/public stable.
-Apartments - To take care of your decorating needs and to provide a more personalized space.
-Private/FC housing - For those who want the full housing experience.
I'm sure a concern that would arise is that people could potentially double-dip with gardening since both the apartments and housing already have this option. I figure if people are already paying an additional 500k - millions, they should have some additional perks.
To help combat alts/bots who are created for the sole purpose of gardening, I'm sure SE could come up with some requirements that are needed before you unlock the garden instance.

On top of my instanced gardening proposal, I would add the proposal that you can access your instance from your apartments and housing. They would not get a second gardening area or anything because of having a house but having access from the houses would be good. This would eliminate a single character double dipping.

The extra gardening from houses/apartments exist in the form of their gardening plots in the yard and flower pots. Would be a nice touch to be able to enter the instance from either your house, apartment or inn (whichever applies).
There is still the potential concern of people creating multiple alts to take advantage of the gardening instance, but I'm sure SE could come up with some obnoxious road blocks to make this less likely.
I honestly forget what the requirement for gardening in FFXI was or if there even was one. And just for clarification, I absolutely hate how SE implemented housing. :X It seems wrong to not be able to provide housing to all players in a non-competitive subscription game. In a perfect world, SE would scrap everything and start over, but this is SE we're talking about, and we can't have a lot of basic things. Just trying to come up with ideas that could make things a bit more fair, and bring game features to all players :X

Better idea: Refund the plot/permit costs, delete the wards, delete the code related to them, hire the devs that did housing for Wildstar, have them start from scratch.
STOP TRYING TO MAKE THIS THREAD INTO ALL THE OTHER "WE HATE EVERYTHING, CHANGE IT ALL FROM THE GROUND UP"!!! It will NOT happen so let's try and keep this thread talking about a solution that could work with/add on to the current system.
