a crap I read your comment wrong I though you were talking about the crafted acc, As for your answer no, for pld gengi pants are bis just overall better than the pants. you are better by getting a crafted pants and over meld it with direct hit.
Think its worth it to really swap Genji head for the lost allagan head?
I think I am more or less done with tank gear except upgrading 1 earring and maybe getting the lost allagan head. Not sure if its worth the time at this point to spend more tomes on that head.

to be completely frank I've seen lot's of pallys using the genji head and I'm talking about the top 10 pallys, so Idk this time around I'm seing all sort of combinations with the gear set if you are confused just refer yourself to the links provided by the user on the prvious pages they are good set ups that can help you out make any desicion you might need. I'd say if you have the genji set and you don't want to spend the tomes, just don't. the difference is probably minimal.
Currently I use
head: genji
body: tome
hands: tome
belt: tome
legs: genji
feet: tome
The pieces that most people seem to change a lot are the head and legs. Some seem to like a crit build genji head and tome legs, while others like a tenacity/det build with tome head and genji pants. Both seem to be able to parse high so it probably makes such a little difference on which is actually the best. I probably don't need to worry about it since I already beat o4s a couple months ago. Not worth spending more tomes on to change my gear slightly.
