They could increase the stack size. Assuming they used the smallest integer type for the stack count, they could change the stack size from 99 to 255 without any changes to the data model of the game.

They've already announced they are going to do that, to 999. But that'll save the average player what? 3 or 4 slots I'd imagine. I have 4 retainers stacked and full inventory on several characters, made new alts just to hold stuff that doesn't really have a current use, and this change to 999 stacks isn't going to make a big difference. I already tend to get rid of sellables after 99, so I'll gain a spot or 2 from things like beastmen tribal tokens but that's it.

Indeed the problem isn't quantity of single items but the quantity of how many items are in the game. Between glamour and crafting materials alone there is enough in this game to easily fill 7 Retainers, and that is not counting materials that only serve to make other materials or High-Quality versions of all those materials. Mind you glamour only takes up every slot on 1 Retainer if you try to get unique glamour for all 26 classes but still...They've already announced they are going to do that, to 999. I don´t understand why SE doesn´t implement an account based bank with sufficient slots.
The technology is already ingame with FC banks. They could get rid of the retainer inventory which seems to cause so many problems. And the game would be much more alt-friendly.
I try to level all DoL/DoH and spend already a lot of time managing my retainer inventory and the MB (with 8 retainers). Sure, I could further optimize the available space, but switching between retainers, searching for mats that are momentarily not needed and worth posting on the MB is just not fun for myself.
I would prefer to spend this time with crafting, gathering or playing my DoW classes.
Having to spend 10 extra euro per month to avoid the most of tedious work in a game just isn´t a good design.

What they should've done (and could still do) is have a 'meet us halfway' approach to this extra retainer/inventory thing where if you pay for an extra retainer, you get an additional one for free. There'd be much less uproar over this issue and people would feel like they're getting a little extra if this were the current method.
If they offered this, I'd wager that more than half of those active players with no extra retainers would sign up for one knowing it means an extra whopping 350 slots to work with for $1. Yes, SE'd be technically losing half of the retainer money they're getting now right off the bat but I have no doubt it'd be more than made up for by folks who currently buy none suddenly making the leap.
It's by no means a perfect solution to the problem but it would show some goodwill towards the player-base to enact such a gesture... and it likely wouldn't hurt their current income to boot. It might even grow it!
Thoughts?
A while back someone upped the idea of letting retainers unlock new tabs while they level up. It is basically combining extra storage space with expansions as well (more specifically with each new maximum retainer level).
I remember arguments about not everyone leveling all their retainers, and well releasing a 3rd base one would be a quicker fix for SE right, but personally I thought the idea was pretty brilliant as well.

They could easily fix the lure/bait issue by making it work like the spearfishing window. Obviously we don't constantly have to buy different size heads because they "don't exist" in an item way. The only difference is that lures and bait are finite so the window would still have numbers and whatnot on those. As for them not looking into increasing the free retainers because of the money retainers being too low to even consider, I call bs. It's my choice to do this and some may see it as shooting myself in the foot, but I don't really want to add more dollars to my monthly subscription for more item space. I have no doubt others refuse to as well. I'm doing the best I can with what I've got and what I've got is borderline full :P

I would like another retainer yes. That way I can have 3 free +1 paid for more loot!
