The issue with that stemmed from the hoards who flooded the map to get on the kill which caused disconnects and those who refused to put their choco's away, so players lost out due to this.
I'm very glad they decided to increase the drop rate, right now on my server it's currently impossible to get into the instance without having to wait for hours... The faster people get their tacky pony the better.
