Crystal Tower is kind of a special case. Same with Coils. They're not really dungeons, they're raids (although I use the term loosely for CT), and pretty much nobody's touched them since Mhach and Alexander came in in HW.
You'll likely not face such long queues for most other content.

There's word of a new alliance roulette or raid roulette or something coming soon though, so maybe try again when that's a thing, it should increase the number of people running them at least for a little while.

Edit: rip didn't notice someone had already mentioned alliance roulette. Ahh well. :')
