Two sets per armor type for leveling brackets, one set per armor type for expansion launch dungeons, one set per class per raid, one set for all non-raid patch content. It's been that way since 3.1 or 3.2.
Do we have a screenshot of that set in the game?
I'm not dissing the Lost Allagan set or anything but I don't think it made the transition from paper to in-game quite that well and for all we know it could be the same case with this.
Also an important thing to note about the set is that they can go as crazy as they want with the design without having to worry about how they can make 8 different versions of it for the other classes, so that's another reason why it looks better than most of the PvE gear in the game.

Design opinion is subjective. I think a lot of the PvP sets look rubbish while raiding has had some of the best sets in the game.
As for giving crafters the dyeable versions of previous sets, I think that is their way of throwing crafters a bone. They need to give crafters something of value and while it would be nice to have every craftable set be a unique design, that isn't really feasible from a resource perspective.
GW2 releases sets at a much slower pace. We get multiple sets for each class every 3.5 months. GW2 is lucky to get that in 6 months. I think HoT only had like 3 new sets.

I think it got one more in the 2ish years of Heart of Thorns. Everything else was cash shop.
There's a reason I'm not buying Path of Fire until its honeymoon phase is over.
To be fair, the cash shop is their primary source of income, however it doesn't really change the fact that things like gearsets get released at a very slow pace in that game.
OP, you do know that the image you linked is the concept art for the set, right? It even says so in the developer blog where the image was shown. "Take a look at the concept art for the armor below:"
I'd wait and see how it actually transitions to ingame models, before complaining about how good it looks.
PvE is constant progressing, something people always do no matter what the content is.
There's no progression in PvP, either you win or lose. It's not a big deal, and should be exclusive for such content.
I think there was a lot of reshuffling that happened from the launch of HoT and after the math. It's tough to tell but they more or less said that gear sets are only going to be released with expansions from now on and the next one is "content heavy" while the former was "feature focused". The game focuses more on releasing new open world maps every couple to three months so a lot of the comparison falls short as a result. I guess we'll see how the new expansion goes but regardless, at least we don't have to worry about trench coats or buttcapes.
To OP:
Exclusivity isn't a bad thing but they should also focus on more exclusive items for the hardest PvE content, maybe an achievement clear locked from unsynced too for future use. The problem here is that there's no "challenge mode" clears for it, which ends up in a situation where eventually people will gear up heavily, reducing the challenge compared to launch time. Also I think the other problem is that the current raid gear doesn't look bad, it just looks out of place.

The problem is not even the fact that PVP gets some exclusive reward. The point it that they are recycling old design and the actual new content we get patch after patch is being reduced.
With SB they touched a new low-point in gear design. At least in HW, a vast majority of the loot we had were new design (both crafted armors and dungeon loot): we started to get recolored /recycled gear with patch dungeons. Now, it's clones-everywhere.
It's not a huge issue because there should be other reasons for playing an MMORPG but if the number of dungeons will be reduced because of reasons, if raids and primals are not challenging (less phases, normal modes being "nerfed" version of the actual savage ones) if even seasonal events (which are casual and the developers care most for casual players, right?) feature recolored gear .. what are they focusing on? On the emotes and exclusive gear to be sold on the Mog Station? On useless attempt to bring people into PVP which is still played by a minority (people farm it for a while so they get the gear and then leave it: if the team considerd this a success, well... gg).
