Wandering Minstrel not giving the Extreme Primal Fight quests for Stormblood

I have completed the main story quest line and have fought both the primals on normal mode multiple times. I recently wanted to get into the extreme modes and went looking for the quests to unlock them, the Wandering Minstrel in Kugane does not have any quests for me and I am unable to enter the extreme duty parties without having them done.

Have you talked to the Minstrel itself even without the marker above their head? You have to do that 3 times, I unlocked it there as well, but never did have the quest marker above their head. IF you did, what does the Minstrel say when you attempt talking to him?

"Ah, something heroic this way come" then goes on to ask about new experiences, and second chat bubble is about him letting me know my earlier exploits have been adapted for the stage.

Repeat talking to him in gives the same 2 chats

Still is not solved. Anyone have any suggestions for this?
