Regarding the slow build of mana, I think there is a bug present atm. If you spam scatter, it will often not increase mana on the dualcast. Normally you should get 10 b/w mana per 2GCDs. Or 18 GCDs to reach 90 for triple moulinet . That's <42 sec on my RDM, which is not that long really, FFXIV has slow combat. IF it functioned like it should. And ignoring manafication.

*edit* seem to have had a little brain fart, it's 10 b/w mana per 2 GCDs. 3 base + 8*0.25 from enhanced scatter = 5 per GCD. Corrected math above.

Normally you should get 11 b/w mana per 2GCDs.

Where are you getting 11 from? Scatter itself only gives 3 mana so you should be getting 6 per dualcast not counting any enhanced scatters.
