Action bars rotation

Hi all,

My question's about hotbars :

Next to my main hotbar (bar n°1) I have 2 arrows which allow me to switch between the 10 different hotbars.
I would like to know if we can setup the hotbars which are included into this hotbars rotation. For instance, I would like to exclude all the hotbars from the rotation, except the hotbars n°1 and 2, so that I could switch from n°1 to n°2, and come back from n°2 to n°1 with the same hotkey (this is important, I absolutely want only 1 hotkey to switch).

I used to do this on WOW and SWTOR by activating all the hotbars on my UI so that they disappear from the rotation, and I have only hotbar n°1 and 2 in this rotation (this is logical, if a hotbar is activated and visible on your screen, you don't need here anymore in the hotbars rotation).
