I have tanked/dps quite a bit since I started playing again. and in about 80% of my runs, I have not seen one lancer or dragoon. Do people not play them anymore? Is their dps poor right now?

Wouldn't say poor, a bit lower then it should be. They are not DPS kings like SAM, they don't have great utility like NIN, they kinda fall in the middle, but right now their DPS is lower than it should be based on the amount of utility they bring.
lancer dps is at an all time low, without raging strikes and all those other good things, the class is basically unplayable!!
Dragoon however is alright, not the best, not the worst
Drg leaves a little to be desired on the dmg front compared to other melees. However its still dynamic and fun to play. The rotation is simple, but the aligning of all the cooldowns and jumps is where the it gets fun.
Friends don't let friends Dragoon

Its damage output is horrible and is even being out damaged by MCH right now.... the removal of power surge is probably one of the biggest hits it had to its DPS not to mention the nerfing of Blood for blood down to 15% instead of 30%... :/
SE has made DRG mediocre at best. Optimal DPS is a long drawn out ordeal and very unforgiving. I wouldn't even consider DRG a DPS anymore to be honest.
Several skills were removed, some nerfed, many had their potency buffed and several new ones were added. Focusing on power surge after the all the changes made is pointless.
In an effort to streamline ability bloat, they took Blood for Blood, split half of it away into a new ability which needs to target a friendly player within range (and generally needs a macro to use for basic functionality), and takes 5 points from the original buff to give to that player.

Do players play it anymore? This is based how many records fflogs have each classes. Seems like it is more played than monk, but sam/nin most popular in savage content(in term of melee dps).
Bard 22,891
Red Mage 21,617
Samurai 19,244
Ninja 15,685
Dragoon 10,910
Monk 9,410
Black Mage 7,794
Summoner 3,521
Machinist 3,070

Some of the fastest savage clears (that 10:30ish neo exdeath is OP lol) have drg in the party, it's not too far-fetched to say that it is in a good spot (raid optimization wise). We might see some mch boosts tomorrow, so if the devs aren't careful the 3.4 drg/nin/brd/mch meta might return.
