Where I can buy the Chocobo Suit ?

Hi, like the title, I just want to know where I can buy the Chocobo Suit but I'm lost because some websites told we can purchase it on guy on top of the stairs in Uldhah (Items Founds) but each time I go to see him there are nothing I can purchase. I don't understand why. Do I need to have something to trade with him ? And in which category the Chocobo Suit are ?

It's the reward for the achievement "Bosom Buddies III" which is for getting your companion chocobo to rank 10.

Whenever achievements have physical item rewards like this, you can get them by talking to Jonathas in Old Gridania.

Then if you ever want another (like if you'd discarded your original one, or want one for a retainer), you can buy a replacement from the Calamity Salvager. All items the Calamity Salvager sells are replacement items originally earned from a quest or achievement, and he'll only sell them if you've already earned them before.
