It's can be considered against ToS report and move on. Harassment or cheating. The community usually is lazy with reports because there's a lot to report. Keep at it and we might see this problem resolved.

There's been people doing this stuff (botting, cheating, wintrading) for a long time but they're still running around happily with rewards they win traded or botted for despite how obvious it is. Its not just people being lazy to report. Not just PvP. Known bitters in PvE for gathering or fates have been going at it for years with no repurcessions. Either the mods don't have the tools/resources to check, or they'd rather let these people run around and continue getting $$$

That is correct and a fact. Just look through my post history, we have reported people plenty of times. lol
