Kugane - Ume and her dango steal?

So I find this area of kugane strange. It's a seating area in front of based on all the npcs in the area that is a stall being run by Umi said to be a dango and tea stall. Except if you look at her stall nothing hints that it is a dango stall. The counter top is full of scroll, books and calligraphy materials.

Where's is she getting the dangos for sale. She has no food prep area or anything to hat tea with. Something shady is happening here.

I think the shop is a front. She might be running numbers or laundering money for that sewer gang in the Rakuza district.

She might be using the Shiokaze Hostelry's cooking facilities, since it's right next door.

Could be a goof up by the devs and they gave her the wrong NPC props. Future quest content maybe for Hildy?

I might be remembering it wrong, but i think she's involved in some of the crafting quests. I seem to think i made her something for her shop as a carpenter. So she probly just doesnt have the shop set up the way she wants yet.

You make her a stylish pipe box for her smoking patrons so I'm not sure that's going to solve the food problem (I'd say "tea house" is a euphemism and she's selling something else but the item description is pretty specific it's for tobacco, not fogweed).
