I haven't touched leves for 90% of my leveling as a crafter and a gatherer with SB, since collectable synthesis and gathering was much quicker since I ran out of leves.

I agree with you OP, but its obvious that the finite leve allowances are are this way so the player does not reach their goal as soon as possible. Just like with how we have a weekly cap when it comes to the tomes or that we can only get 1 item from each raid every week.
Subscription.
You can go from 1-50 using ONLY leves and it takes 70ish leves. Combine that with raw crafting/grinding EXP, daily turn-ins, and Ixal... you possibly use 10-ish leves. I've been leveling my ARM and BSM via grinding and have used a combined TWO leves between the two of them getting them both to 40 this week. Level your gathering classes (which is much easier and goes quickly) and you will save not only a ton of gil, but a ton of leves.
Just sounds like you want all max crafters with little effort right now.
Turning in HQ items to GC and to Ixali give you double EXP if I recall correctly. Don't have any Crafters higher than 38, but I went on a crafting binge for a while. And like others have said, simply crafting and doing daily turn-ins is usually enough to gain you levels. And I can't stress the importance of HQ turn-ins. The exp is more than worth it.
Funny thing is, they're not even the most efficient anymore. XP from crafting was buffed hard up till 55. You can quick synth piles of stuff that's still useful, from cheap mats, and make money levelling faster instead of spending money levelling slower.
Unfortunately, Red Scrips are way too slow going for me and I need them for other things. :-/
I am using poetics now as I rebuild my stockpile, but it's still way, way too slow to be pleasant. And I'm just going for my bow right now; trying to blow through all of the achievements is really going to be painful. :-(

Materia > crafting > gathering ... she is not sure if throwing leves for amber would be faster then poetic farming since it is 450 for 2 but it is an option for those that can't craft/gather. She never heard of someone being so unlucky you only get 6 ambers out of 100 leves, it sounds like you where not checking all the spots.
Btw saying "get rid of leve Allowances" sounds more like you just want to get rid of the leve system. Asking for unlimited leves is unreasonable, they are in the game for those who can't play much per day so they can have some kind of gain. Leves are the best gain/minute, not gain/day.
Leves are useful for early level doh/dol.
But once you can get to turn in collectable.Leves have become useless.
At least for me.
