I believe Siren, Adamantoise, and Midgardsomr are the NA "preferred worlds" at this time.
10/10 would actually be in an FC like this almost immediately on one of my many characters, more so to extend, would actually love running content without the pressure and actually being able to divulge the environment. I think, contrary to what you may think, a LOT of the player-base, specifically the casual side. An issue is you run into many people that insist watching a guide, and rushing content is the only viable way of playing the game, thus this attitude spreads, and the people that once cared for actually playing peacefully, are now also enforcing this type of behaviour, perhaps it just grows on people as they progress, and with IRL obligations. I've never actually had the full opportunity in exploring the game, or the lore to as much as I'd like partially due to the; 'Let's get it done' attitude. These days I just craft, craft, and craft a little more, and mustn't forget the occasional time I actually do content. Personally, it just bores me as sometimes it just feels more chore driven rather than actually something to discuss
With regards to the FC and finding people with a similar stance to you it's best probably searching, but if you insist on making and leading one then I would recommend recruiting semi-passively, not the the extent you never recruit, but to the extent you only find people with similar vision/approach and it's only something you'd really find being very social and doing stuff the 'different'. Heck, go on party find either local or XWORLD and search for players looking to do synced content like dungeons and primals, or even try doing dungeons but with a more lore based approach, to where if people wish to explore and find lore hidden in the dungeons then they may so wish![]()
A great example would be Gubal Library hard where there's some nice piece of lore, then you can prompt talks on what you find, then at least why people should join YOU is made pretty clear. A unified vision and approach to playing the game, and something to prompt discussion between fellow members, or potentials.
With regards to the actual finding members interested in learning, and possibly the more relevant side of this post. Again, best just taking the semi-passive, put up party finds, start off with doing content in the means it was meant to be completed.. At their respective levels, and set the comment to ask for people that don't enjoy watching guides or mindlessly following other peoples experience. Don't start on the deep-end, start with something simple like extreme primals then gradually build to other content, perhaps initially start with making a link shell to stay in touch, and then have an intention gradually building towards creating an FC so you find people like-minded and have actually opened a conversation with them. I can say a lot of these people are in the position of a ninja-invited FC, to where they've been invited, and accepted for the sake of accepting. If it's an initial linkshell with the intention of being an FC eventually, then just ensure you stay in touch and actively do stuff on the linkshellAnd when you make the FC itself just make sure it has a strong foundation, that you, perhaps have people you're on footing with so they can act as the base for the FC itself
In fact, many FCs probably fall over in the fact that airships aside, there's little to no distinction between said FC, and a linkshell.
There's such beauty in both the scenes and equally, if not more in the lore in this game it is almost a shame people miss it, but each to their own.

I would advertise, in the forums and also in party finder. Generally speaking myself if i were looking for a FC i would avoid those that spam shouts over and over again, lol
There is a good amount of players either new, shy or whatever that are struggling so a FC like that would be big to the community on your server i am sure
Hmmm I hate to be the one to tell you this, most FC's that I've been in seem to contradict what they are advertising. The one thing is that most people that have had the same experience and feel that they are being used do wrong to honest people out of spite so unless you can follow what you claim people may bail on you very often. I decided to do a one man FC, currently help people who don't have an FC and give them access do to the housing situation while they find a place. I also mentor them and frequently ask me to make a official content FC and recruit. It's a pain to do so, most of the time people back stab each other and want to have priority, bring drama, and aren't RP friendly to those who wish to RP. If your going to establish a FC make sure your ready to handle the grief that comes with it. Set a goal, standards, and only promote officers if you trust them. Not everyone will be what they seem, trust me on this.
For what you want to accomplish you may want to focus on new players and teach them the basics, build trust and so forth.
IF you have a house DON'T GIVE ABILITY TO PROMOTE TO ANYONE THEY WILL ABUSE IT. Set it so only you can remove items, change parts on airships, and can remove Gill from FC safe. I've met several people who make these mistakes and end up losing everything. Know housing rules on how they get demolished, change ownership if your not active.
