Field Commander Set Impossible to Obtain

So there's a bit of a problem right now with pvp. I don't mean regarding gameplay, rules, job balances, or whatever. I'm referring to achievement glamour.

Now, I don't have any problem with locking aesthetics behind difficult achievements. It makes for a rewarding push to something nice. Gives me something to look forward to after hours grinding frontlines. There's just one problem: the glamour I would like to obtain, the Field Commander's set, is not actually possible to obtain in the current state of the game.

This is because, at least in Primal Data Center, NOBODY IS QUEUEING FOR SEAL ROCK.
