Is Fire II bugged?

I am starting to think of picking up BLM again to actually level it since I initially only leveled it to make sure I had almost every job at level 30 at least.

Now as far back as I can remember Fire II gave Astral Fire stacks, and even its description says that it gives astral fire stacks and removes umbral ice stacks only...

Its doing neither. This is especially confusing because Blizzard II still does exactly what it says it does and it is the ice equivalent of Fire II.

Fire II not giving Astral Fire stacks also kinda does not make sense as every other fire spell BLM has gives the stacks.

If youre in ice then fire 2 should cancel it and put you at the non-elemental state. If you are non-elemental then fire 2 should increment your astral status one stack at a time up to your maximum. If this isnt what's happening... then... i dont know what to say.

Currently testing things out on target dummies and well... go into Umbral ice and cast Fire II 4 times without it removing Umbral Ice.

Maybe it needs the target to actually survive to count, right now the only target dummies I got to work with are level 1, 50, and 70.

Are you doing any damage, or are you attacking level 50/60/70 dummies and doing 0 damage?

Are you a low level blm attacking level 60/70 dummies? I hope you know you're missing your attacks then which means you won't get astral fire stacks.

Attacks that do 0 damage give stacks.
Attacks that result in MISS or INVULNERABLE do not.

As of 4.0, we have 100% frontal accuracy against targets that are the same level or lower, and will not miss unless accuracy debuffs / evasion buffs apply. A lv30 character attacking a lv50, lv60, lv70 dummy will miss.
