Onslaught cost being removed would go a long way, but on its own it's not the only change that should happen. WAR needs reliable cc, and Onslaught having it's cost converted to either TP (and maybe increasing it's damage or adding a stun, or lowering the cooldown) OR removing the cost entirely would solve that problem, but it still needs better heals or mitigation. It doesn't have to be anything insane, I don't think it should be as tanky as PLD/DRK but it needs SOMETHING that isn't tied to holmgang or sitting in defiance pooling gauge all day (which means they're ignoring the purpose as to why you bring a WAR: Damage)
The Maim thing is just a small thing, I find it weird that they have such a low potency combo.
Fell Cleave needs to actually do damage.
2k potency attacks on the GCD that can be spammed 4 times every 90s.

On top of increasing their own team's damage whenever they choose and having access to a 2k potency off GCD too.
You forget you're a tank, you're not supposed to solo anyone. 8k potency, GCD or not, is supplementing your actual damage dealers, it's hard to ignore all that damage even if it doesn't come all at once.
WAR damage is fine, they have other issues.
Are we just going to ignore the fact PLD/DRK can reduce healing as well. WAR needs more damage, I'm not asking for fell cleaves potency to be over the top but even with the changes you guys have asked for, WAR will remain inferior compared to PLD/DRK. War is far behind and barely even fills the tank role you shoehorn them into.

Vuln up > Healing reduction. Dealing enough damage that can't be healed through > dealing the same amount of damage with the chance of being healed up.
The only damage buff WAR needs is on Maim because it's weird for it to be 750.
WAR in the past had the worst peel out of the 3 tanks but highest burst damage and it was pretty good, let's not buff it's damage over the top while also giving them access to more CC or utility.
