That will happen in some cases, but it will be extremely dependent on the server population and the ability to both get through the queue in time. No one's waiting for their friend to get through queue while standing at their preferred plot as others approach. In addition any waiting could result in the player's character getting kicked before purchasing the plot from servers being wobbly for whatever reason.
