Leve quest NOT unlocked

Hey there my boyfriend is playing the game and he is at msq level 50 missions now and the leves have still not unlocked....like literally they havent like they are not their to unlock at the adventurers guild he has been to the persom their and they have no quest for him any help???

You unlock the levels in general via MSQ level 10(?) and a following sidequest.
After this you have to unlock every regional levequest separate with a class/job of the DoW/DoM and the regional unlocking quest.

Unlocking levequests:

One of the sidequests in your starting city's adventurer's guild will be named, appropriately to the city, Leves of Bentbranch, Leves of Horizon, or Leves of Swiftperch. Do this quest, and you unlock guildleves in general, including all guildleves up to level 10 in (or just outside) all three cities. This will not, however, unlock guildleves for higher level camps.

Once you've finished your original Leves of ____ quest to unlock guildleves in general, you can then unlock guildleves for a specific camp by going to that camp on a combat job high enough level, and doing the Leves of (insert camp name here) quest, such as Leves of Quarrymill or Leves of Costa del Sol. This will unlock all guildleves related to that camp.

Not sure if you mean any leves or the level 50 leves? Level 50 leves are Heavensward and are in Ishgard.

You have to do the battle leve which the leve npc give you at that camp.
