    Weapons have always been gated behind raids. The only exceptions were the relic in 2.0 and the eso i200 weapon at the beginning of HW (you directly bought it from the NPC with Tomestones, you only needed savage if you wanted to upgrade it to i210). It's not new, it's been like that since SCoB days.

    On top of that, if you don't do raids, you don't need the new weapons for any kind of content.

    This has always confused me to, why cant the ex token be a currency type, same with the delta thing u need for the new weapons why not have it as a currency that auto gives, with a 1 a week limit like tomes, surely should be easy enough to code in rather then add a new item to the game that takes up probally far more char memory. This is what annoys me with SE they say they can not give us more chara details yet they bring out more and more items to bloat the amount of items in game.
