World clock not working properly

This is a very general problem.
My world clock will not change. It is seemingly stuck on some weird time. It must be server time because it is 4 hours behind my local time. The clock will not change between local and server time.
Also every time my armor is damaged it seems the game belives I have changed a piece of my armor and I am prompted to save my armor loadout.

You can change the clock display between server time (ST), local time (LT) and Eorzea time (ET) by clicking on it, or in the character configuration menu.
