So far, I had try this opening of FSx3 > (ST)Demo(PB) > SP(Diversion) > SP(pot optional) > DK > TwS > SP(RoF) >FC(BH) > BS(IR+StP) > TS(HF) > Demo(EF+ (ST optional)) then pop FC whenever it is completely filled to weave in so far. As far I know after the opening and going through the normal rotations keeping the debuff, buff and dot up, I just constantly weave in buffs and OGCDs in the normal rotations whenever they are up. I don't know if that the correct thing or if ppl conserve OGCDs to pop them in duration of RoF and IR but I assume it is a bit of dps loss if they were to conserve them.

I've assumed that the damage you lose out on them not being used under the effects of RoF/IR is gained back by using them more often, but don't quote me on that.
Anywho, I think Brotherhood is best used after/as perfect balance wears off. By that point you've got things like Trick Attack going off, and people have gotten off some of their buffs and the like (Slashing Res Down, Piercing Res Doen, etc), so they'll make the most of the time.
