SE has a valid reason for the price hike, it cost more money to set up servers in those areas so as a business they can't be in the negative and due to inflation of the monies. So it's fair.

Don't know about Russia, but SE haven't any South America datacenter as far I'm concerned. Brazilian players plays on NA datacenter (Behemoth on its majority).
