Simplest solution? Wear the lowest ilevel gear and beat the raid with it. That's basically what you're asking here.
If you still think it's easy then SE can lower the ilevel more. There's nothing wrong with wanting a harder content.
What's wrong is you're not doing it harder but want to block other players from completing their goals.
If your goal is to have harder content then do it the professional way, don't be an amateur.

A game played by hundreds of thousands has content that's actually accessible to people who apply themselves? Absurd! Make it harder!

Eureka is a zone in FFIII that was overloaded with the highest grade weapons and items. FFXIV is apparently based on a cross of FFIII's version and a Diadem-like area.

Just changing up how we get our top weapons.

As Lamb said, this is precisely why Savage has been toned down. Granted, I think clear rates on Midas would have been better if Gordias hadn't burned everyone out, but I digress. Brutal is meant for people who apply themselves and want something, well, brutal. If you can't allocate the time, then this content isn't intended for you. Instead, we have people crying Shinryu is too hard because more than a few people in this game get mad if they can't faceroll everything.

Not really, since WoD for the average player heroic mode (very similar to current FFXIV 14 savage) is more than enough and can be tackled in a casual way, the game ensures that you can brute force a lot of stuff in time with gear. Before I decided to stop playing legion I manage to clear all the current content in heroic no problem by only playing during raids (3 days 2h at first then 1 day 2h), doing ambassadors every three days and mythic+ during weekends with my friends.

What is killing the game is the same problem with daily quest during Pandaria, your average player doesn't know how to play smart and burns himself out (Mythic+ and Relic farming), also, people jumping to mythic mode when it's not for them.

If you are talking about Mythic raiding scene then you are right, it's dying for two reasons: insane amount of time require and "no one really care about it anymore", the money is in other genres right now.

TL;DR Another difficulty mode is a waste of time, a fight after X amount of patches with prestige rewards like they plan to do it's ok.

Will you also complain about the very hard mode in Nier Automata (enemies can one-hit the player) or the weak mode in FF XII Remastered (all characters on level 1, level up turned off)? Because Super Savage is just that, the hardest of 3 difficulty modes.
You don't like it? Then do just Savage (normal mode) or Story (easy mode).

Super Savage have no influence to Savage or Story. It is for those who enjoy a harder version of the content, while the content itself keep accessible with the story mode (easy) and savage mode (normal).

I don't see how not letting you power through the fight unsynced with about 100 extra item levels of gear is keeping you from "experiencing the content". It's keeping you from FACEROLLING the content for what are supposed to be prestigious rewards.

To be honest, if all you want is to be able to DO the fight unsynced, I don't actually really see a problem with that - so long as any awarded titles, mounts, or achievements are only acquired if you do it at the intended level for the content. Just wanna go in and hammer the boss in basically god mode two years later just to see the fight? Fair enough, but I think there should be some differential between people who worked hard at clearing the fight when it was level-appropriate content and those that just steamrolled it in a later expac.

EDIT: Kinda weird that you mention WoW, considering that you can faceroll all their old raids for all relevant rewards except "Ahead of the Curve" years later. My guild like 5-manned Seige to get Glory of the Pandaria raider for the ugly mech mount or whatever it was just a few months ago. And yes, I feel like it was cheap and I wouldn't throw a tantrum if I didn't have the option of doing that.

I'm not sure which I find more insulting, (hard)/(expert) meaning faceroll mode, or (savage) being reduced to normal mode.

if story is for casual and super savage for hardcore, then savage is for midcore.
Of couse it would have been better if the devs called the modes just story, expert and savage, instead of story, savaga and super savage

Popping into this post again to say I love the idea.

It would be nice to see the fight be unable to do undersized and syncs to an item level suitable for the fight. Would give new and old raiders a challenge as they come up or unlock them. A challenge to overcome forever. Especially since Yoshi P. said they wanted to make it a series.

Edit: This is content already in development, it is being designed to BE a challenge to test those who have completed the Omega Raid. Keeping it as a challenge forever is more inline with what the content is supposed to represent. This is my opinion on the matter and I doubt any point will sway my view on that.
