A WHM Concept

What this concept does is give WHM a better gauge that isn't Secret of the Lily, while using both the aspects of Presence of Mind, Thin Air, and Assize. Because this new Gauge integrates Presence of Mind and Thin Air, both of these Actions will be removed. Barring the removed Actions, most of the Actions remain mostly unchanged with regards to functionality. Three new actions were added to supplement the removal of Thin Air, Presence of Mind, and the level reduction of Assize; merely for the sake of quests.
