I see this presented as an argument all the time when promotional campaigns and art competitions come up. However the reality is that this "reason" so far as Australia is concerned is very much wrong. You will notice the latest PAL/EU screenshot competition includes Australia and NZ, however unlike the US one there are zero real world items involved just digital ones. Australia legally considers digital items to be of no monetary value - that means that any give away, promotion, or competition that "rewards" digital items are completely legal and do not have to follow any rules or regulations. Legally SE would be in more trouble in our courts for selling digital items for real money to Australians then they would allowing Australians to partake in the US Amazon promotion.
