MACHINIST: Barrel Stabilizer not working on S rank hunts

I've noticed a few times recently my skill "Barrel Stabilizer" is not available when fighting hunt monsters. This occurred twice today, both when facing S rank Hunt monsters. There is no level syncing and I can use my level 70 skills, just not Barrel Stabilizer. There's no timer on it and it's just grayed out.

This makes the start of the hunts a pain since I can't generate heat as quickly.

I've had this occur about 4 times. I'm not sure what the issue is. The description says you must be in combat, and the gauss barrel must be turned on. I've been in battle with the barrel on each time.

Is this a known issue?

That's been around since Odin and Behemoth were popular. When too many people are in an area, it seems the game does not register you as being in combat, despite the fact you're damaging or have DoTs on it. It was easy to notice when you saw your TP and MP restoring much more quickly than they should've been. As a result, any ability that requires to be in combat will not work, because as far as the game is concerned, you're not. Incidentally this also allows ASTs to sect change mid combat sometimes.
