Well the way I took that (And I could definitely be wrong) was the chat log shows the action immediately... but the visual representation is always 2 seconds behind.... So I think he was saying they could intentionally lag the actions and subsequently the chat log so they match up with the visual representation of whats going on...
But that doesn't sound better... in fact it sounds worse... at least now we can use the chat log to know whats going on right away.
