For progression, you can make a strong argument for Tenacity. I, personally, would recommend it, especially due to the sheer amount of damage V4S throws at you. If you want to squeeze out every ounce of damage possible though, Direct Hit. In terms of gear, overmelded crafted accessories are BiS.
Problem with BiS solver tools is that they focus too much on DPS for everyone which is fine by itself but needs more options for balanced and defensive players, especially for healers AND tanks.
The biggest problem with Tenacity is that it's a Main Tank stat. Whenever you are Off Tanking or Tank Swapping over and over Crit, Det, and DH are superior. Not to mention that those three stats are generally seen as superior even when Main Tanking due to hard enrage timers in savage.

There is "Guy getting punched in the face". He is called the "Main Tank" because he is the main guy tanking. There is "Guy waiting his turn to be punched in the face". He is called the "Off Tank" because he is currently "off the boss", but still a tank. Which terms other than these ones that have been used for decades to label the co-interactions of dual-tanks would you prefer to use instead?
The problem I have is people seem to think that MT is the guy who should hold the boss 99% of the fight and the OT is the guy who just stands around wasting defensive cooldown efficiency and pretends to be a DPS for the majority of the fight.Which is what his argument of the value of Tenacity is supporting.
I know what those terms mean, but clearly the playerbase has changed its meaning for the worse.

Back to the subject.
Trying to decide my PLD's BiS. I've been using Ariyala's and it places the Genji coat over the Aug Lost Allagan coat. The Genji Coat is 177 DET and 253 SkS, versus 177 CRIT and 253 TENACITY. Although the LA coat has Tenacity, should I priorize the 177 crit over the other SS+DET? And ignore these results? Surprisingly, most of the BiS for PLD comes from Tomestone gear.
This raid tier is so easy that I don't really think it even matters. That being said, when mitigation doesn't matter much, you're gonna wanna choose maximum DPS. I.e. DH melds and a Crit build.
That being said, if you do choose that build, you're looking at losing out on a ~5% damage mitigation. While this may not be meaningful now, it might be essential when super savage comes out. Furthermore, as we progress through 4.x, this gap will get larger and larger. I predict it getting to at least ~10%, which I don't think is that meaningless. It can make the difference between tanking w/o tank stance with nearly no noticeable effect for healers imo.
I think Tenacity basically is the safer option. You can't go wrong. With DH melds and a Crit build, there's going to be situations, usually with a static, in which it will be better but never by some obscenely large amount.

Fusilier (TANK) Purely physical; Weapon: Heavy Cannon
Necromancer (DPS) Melee pet job that builds up heavy magic attacks; Weapon: Scythe; Pet: Skeleton/Undead
Ranger (DPS) Ranged heavy DPS with minor utility; Weapon: Rifle

as for dps i think crit > Det > tenecety will be in dps side of this builds but cant forget that 1880 tenecety build give around 4% more defence over other 2
Intresting side note is that crit build only need you to complete V1 and V2 savage and V3 for left side upgrade. Weapon upgrade will be hardest part.
